The Law does not stop, but many municipalities do
Despite regulatory advances, municipal digital transformation in Chile is progressing at very uneven rates. While some municipalities have already implemented state platforms such as SIMPLE, FirmaGob, or ClaveÚnica, many others are struggling to initiate or sustain this process.
The cause isn't just technological: there's a lack of collaborative structures, evidence of what works, and support in change management. Digital transformation is also a cultural and organizational issue.
Proposal: create a Municipal Think Tank led by a medium-sized municipality with vision
From PMC33 we propose to activate a Municipal Think Tank on Digital Transformation: an agile, practical and strategic network between communes to:

Accelerate the adoption of state platforms.

Produce replicable implementation kits and roadmaps.

Make progress visible to citizens and authorities.

Coordinate efforts with actors such as Digital Government, Regional Governments, or municipal associations.
The initiative requires a medium-sized, committed and forward-thinking municipality to assume the role of articulating node. It's not about leading based on scale or budget, but rather on conviction and practice.
